A native of Northern California, Bishop Rufus Turner recognized from an early age that he was called by God to build His kingdom. Even in his youth, God used him mightily through the ministry of music and song, anointing him to usher in His presence through praise and worship. Understanding that his calling required both spiritual and academic preparation, Bishop Turner pursued higher education, earning a Bachelor’s Degree in Organizational Behavior from the University of San
Francisco.

In 1995, stepping out in faith and obedience to God’s Spirit, he founded Victory In Praise Church (VIP) in Stockton, California. What began as a vision has since flourished into a thriving, multi-cultural, non-denominational congregation of over 700 members. VIP is a purpose-driven ministry that transcends class and social status, with a mission to reach the unchurched and transform lives through the power of God.

Bishop Turner’s leadership extends beyond the pulpit. He has successfully planted multiple ministries, navigated the complexities of obtaining 501(c)(3) nonprofit status, developed strategic financial plans, and conducted area
analyses to support sustainable ministry growth. His expertise in budget projection, organizational development, and team creation has benefited both public and private organizations, as well as other ministries. A trusted advisor to fellow pastors, he partners with church leaders to facilitate programs, provide strategic guidance, and offer financial solutions that strengthen their congregations.

A firm believer in pursuing excellence, Bishop Turner furthered his theological education, earning a Master of Divinity from Fuller Theological Seminary in Menlo Park, California. His passion for equipping believers led him to establish and teach at the Victory In Praise Bible Institute (VIPBI). VIPBI boasts a dedicated team of instructors committed to teaching Christian education courses that empower individuals with the unshakable truths of God’s Word.

His commitment to ministerial mentorship is evident through Visionaries Pursuing Excellence (VPE), a dynamic network of pastors under his leadership. VPE takes an innovative and proactive approach to fulfilling God’s directives. Today, twelve churches are submitted under Bishop Turner’s spiritual covering, receiving guidance and support to thrive in their God-given
assignments.

 

Standing faithfully beside Bishop Turner for 46 years is Lady Trena Turner, his devoted wife and partner in ministry. Their marriage beautifully reflects Ephesians 5:31, “For this cause shall a man leave his father and mother and shall be joined unto his wife, and they two shall be one flesh.” Together, they demonstrate the profound love of Christ through their unwavering
commitment to each other and to God’s people.

Beyond his pastoral work, Bishop Turner is an accomplished musician, songwriter, and published author of A Shepherd’s View. He acknowledges that every good work in his life is a result of God’s amazing grace and divine favor. With Christ at the center, he continues to inspire others to walk in obedience, embrace their calling, and experience the fullness of God’s favor.
